TERMS OF REFERENCE (TOR) FOR THE CONSTRUCTION OF A GOAT HOUSE

SECTION 1: REQUEST FOR PROPOSAL
RFP No: RFP2025/02.01

 

Introduction: 

Kenya Wildlife Conservancies Association (KWCA) invites Request for Proposal (RFP) from eligible and qualified contractors for the construction of a goat house in Mbale location, Taita Taveta County. The successful bidder will be responsible for the complete construction including materials, labor and supervision.

 

SECTION 2: ABOUT KWCA

Kenya Wildlife Conservancies Association (KWCA) is a national organization dedicated to supporting and strengthening community-led wildlife conservation efforts in Kenya. KWCA works closely with community and private conservancies, landscape associations, and local stakeholders to ensure sustainable wildlife conservation and the well-being of local communities.

 

SECTION 3: ABOUT THE PROJECT

KWCA is implementing Component 3 of the GEF 6-funded project titled “Combatting Poaching and Illegal Wildlife Trafficking in Kenya through an Integrated Approach.” This component focuses on strengthening community wildlife conservancies within the Tsavo and Mara ecosystems by piloting revenue-generating options that align with local livelihoods and conservation objectives. As part of this effort, KWCA is seeking to support youth-led  livelihood enterprises in Mbale conservancy in Tsavo landscape through construction of a modern goat house with all the relevant requirements.

 

SECTION 4: SCOPE OF WORK

Component Details :
Construction of a good quality modern goat house with a capacity of 100 goats including kids. The structure should be well designed and constructed to promote the health and well-being of the goats, facilitate easy management while minimizing the risk of diseases.

With the following specifications:
1. Include separate sections for feeding, resting, kidding and milking
2. Install proper flooring, roofing and fencing to ensure durability and safety
3. Ensure adequate waste management systems are in place
4. Include storage space for feed and equipment
5. Ensure the structure is predator-proof and secure
6. Ensure the design adheres to best practices in animal housing including proper ventilation,  lighting, drainage and space requirements
7. Ensure compliance with all relevant local building requirements and regulations and environmental standards
8. Construction of a chain link fence: Construction of a fence around 0.5 acre piece of land with an access gate

 

SECTION 5: ELIGIBILITY REQUIREMENTS

Interested service providers must meet the following requirements:
1. Valid Certificate of Incorporation/Business Registration.
2. Valid Tax Compliance Certificate from KRA.
3. Evidence of experience in similar projects (attach at least two references).
4. A proposal including:
i) Technical specifications of the goat house including materials to be used and project timelines
ii) Financial proposal – itemized budget
iii) High-level timeline for construction work.

 

SECTION 6: SUBMISSION REQUIREMENTS

Interested contractors are requested to submit:
1. An application outlining the ability to undertake the services, including capacity and relevant experience.
2. Company profile and statutory documents (Certificate of Incorporation, Tax Compliance Certificate, etc.).
3. A detailed proposal outlining their approach to the project.
4. Drawings/designs of the goat house
5. A detailed BOQ for all materials and labor.
6. A construction schedule.
7. Proof of experience in similar projects.
