About KWCA

Kenya Wildlife Conservancies Association (KWCA) a national membership organization representing over 200 conservancies in Kenya. KWCA works with conservancy landowners and landscape conservancy associations to create an enabling environment to deliver environmental and livelihood benefits to communities. KWCA’s role is to help catalyze the conservancy movement by convening, connecting, informing, and representing conservancies and other key stakeholders in a shared effort to make wildlife conservancies thrive in Kenya.

As the national body representing conservancies in Kenya, KWCA works with landscape conservancy associations to expand the area under well-governed and effectively managed conservancies that deliver benefits to communities and nature by developing, packaging, and disseminating relevant information through the development of tools and handbooks to inform, equip and catalyze conservancy growth.

 

Background

BCCA is a community-led organization established in 2017 to coordinate, strengthen, and represent 16 community conservancies across Baringo County. The conservancies collectively manage about 163,700 hectares and directly benefit over 153,000 people. BCCA provides a platform for coordination, policy advocacy, capacity building, and resource mobilization among member conservancies, the County Government, and conservation partners. It operates under a Memorandum of Understanding (MoU) with the County Government of Baringo and is governed by a Council and Board representing community and government stakeholders.

Having implemented its 2020–2024 Strategic Plan, BCCA now seeks to develop a new five-year plan to guide institutional growth, strengthen governance, and enhance partnerships and sustainability. KWCA is supporting this process as part of its institutional capacity development program for County Conservancies Associations.

 

Purpose of the Consultancy

The consultancy aims to support the BCCA in developing a robust and forward-looking Strategic Plan that will guide its growth, sustainability, and impact over the next strategic period. This assignment is part of KWCA’s ongoing support to strengthen institutional capacity and governance effectiveness of Conservancies Associations across Kenya.Through this consultancy, KWCA seeks to engage a qualified consultant to facilitate a participatory and consultative strategic planning process for BCCA.
Specifically, the objectives of the consultancy are to:

1. Assess the existing organizational capacity, governance, and operational structures of BCCA to inform the prioritization of strategic directions and institutional strengthening areas.

2. Facilitate the development of a shared and coherent vision, mission, core values, strategic goals, and key result areas that will guide BCCA’s growth and development over the next strategic period (2025–2029).

3. Develop and document a comprehensive Strategic Plan, incorporating stakeholder input and validation, that aligns with BCCA’s mandate, County and national conservation priorities, and the broader KWCA strategic framework.

Scope of Work and Deliverables

The consultant will work closely with the BCCA and KWCA to facilitate the finalization of BCCA’s Strategic Plan for the next strategic period (2025–2029).

Given that BCCA has already undertaken significant groundwork in reviewing its past strategy and identifying key priorities, the consultant’s role will focus on synthesizing existing  information, facilitating targeted consultations, and producing a high-quality strategic document.

Specifically, the consultant will:

a) Undertake a rapid review and validation of existing background materials, including the 2020–2024 Strategic Plan, progress reports, and preliminary inputs from BCCA and partners.

b) Conduct a brief organizational capacity assessment through key informant interviews and/or focused discussions to identify institutional strengths, gaps, and priority areas for capacity enhancement.

c) Facilitate strategic planning workshop with the BCCA Council/Board, staff, County Government representatives, conservancy leaders, and key partners to:

• Review and refine the vision, mission, and strategic goals.

• Prioritize strategic objectives and key result areas for 2025–2029.

• Validate lessons learned and progress from the previous strategic plan.

d) Draft the Strategic Plan (2025–2029), integrating workshop outcomes, stakeholder feedback, and alignment with relevant county, national, and KWCA frameworks.

e) Facilitate a validation session with the BCCA Council/Board and partners to review and endorse the final Strategic Plan.

f) Produce and submit the final Strategic Plan, including an implementation framework for the first year of execution.

 

Qualifications Required

• Minimum Bachelor’s Degree (or equivalent) in relevant area (natural resources management, social sciences, organizational development, project management; A Master’s Degree or PhD will be added value;

• Minimum 8 years of relevant professional experience in Natural resource governance;

• Experience in working with conservancies will be an added advantage; and

• Excellent communication, presentation, report writing and analytical skills;

 

Technical and Financial Proposals

The consultant will submit a technical and financial proposals based on the terms of reference outlined above.

• The technical proposal will include an outline of the proposed approach with specific timelines based on the Terms of Reference;

• Curriculum vitae; and

• The financial proposal to include professional fees for the delivery of the service.
