STRATEGIC PLAN DEVELOPMENT FOR BARINGO COUNTY CONSERVANCIES ASSOCIATION

TERMS OF REFERENCE

1. Introduction

The Kenya Wildlife Conservancies Association (KWCA) is a national landowner led membership organisation, established in 2013 to serve the interests and collective voice of over 160 community and private conservancies. KWCA works to create an enabling environment for conservancies to thrive by advocating for the right policies, laws and incentives and supporting them through information sharing, and capacity building. KWCA recognises that conservancies represent a strong mechanism to promote wildlife stewardship and custodianship by local communities and landowners that share land with wildlife.

To implement its programs, KWCA works through 11 conservancies landscape based regional Associations which play a critical role in directly supporting and coordinating a network of over 160 conservancies. Through the regional Associations, KWCA is able to link with the conservancies from the grass-roots to the national and county levels; provide conservancies with information and technical support; promote standards and best practices amongst conservancies; and convene conservancies and other local stakeholders to promote and facilitate multi-actor collaborations across regional landscapes and ecosystems.

2. About Baringo County Conservancies Association

Baringo County Conservancies Associations (BCCA) is one of the conservancies 11 regional associations, established and registered in 2017 under the Societies Act Cap 108. The association, brings together 15 community conservancies in Baringo county, which are within the Lake Bogoria, Lake Baringo and the highland landscapes. The conservancies, majority at emerging and nascent stages of development are on community lands, previously known as trust lands. BCCA’s key role is to provide platform for the communities to develop and benefit from a conservancy model that promotes biodiversity conservation, and integrates multiple compatible land uses through which sustainable livelihoods are developed. Appropriate structures, and partnerships with the communities, Baringo county government and other organisations and development partners is key to enable BCCA support conservancies development as well as collectively address its membership needs.

In the past two years, KWCA has been supporting BCCA develop its organisational capacities, with key focus on: governance, informing the appropriate conservancy model that serves the communities’ needs, develop structures of engagement with its member conservancies, county government and investors, equipping with relevant information and tools designed to develop their different capacities and linking the association with other developed regional associations, conservancies and development partners.

In order to have structured and sustained growth of BCCA for the next 4 years, KWCA wishes to commission a consultancy to facilitate a consultative process on development of a strategic plan. The strategic plan is intended to guide BCCA further grow its governance and management structures and processes, build its advocacy capacity to enable effective partnerships, develop BCCA’s visibility and structures to enable self-reliance.

3. Objectives of the Consultancy

To establish the existing organisational capacity of BCCA that will inform the prioritisation of strategies within the strategic plan.
To develop a common and shared vision, mission, goals and strategies that guide the growth and development of BCCA over the next 4 years.
To document and facilitate a validation process for the final strategic plan.

4. Scope of Work

The consultant shall undertake a stakeholder identification and mapping process to determine those that should be engaged in the rapid organisational capacity assessment and the development of the strategic plan.
The organisational capacity assessment shall be undertaken through a series of interviews to establish the current status of BCCA.
The consultant shall thereafter facilitate a process to develop the strategic plan. This shall involve the following:
A situational analysis through literature reviews and interviews with key stakeholders;
Visioning workshop with the management committee (board), community conservancies; representatives, county government and the key partners supporting the organisation; and

Validation workshop with BCCA management committee and relevant partners leading to its endorsement by conservancy members. The plan is expected to have a clear implementation plan with a budget.

5. Timeline of Activities

The consultant will provide the services described under “Scope of Work” in Section 4 according to the following time schedule:

By 20^th March 2020: situational analysis report that outlines BCCA organisational capacity and the outline of the strategic plan.
By 30^th April 2020: submit first draft of Strategic Plan informed by the first workshop; and
By 30^th May 2020: submit final validated Strategic Plan.

6. Required Qualifications

Minimum Bachelor’s Degree (or equivalent) in relevant area (natural resources management, social sciences, organisational development, project management; A Master’s Degree or PhD will be added value;
Minimum 5 years of relevant professional experience in Natural resource governance;
Experience in working with conservancies will be an added advantage; and
Excellent communication, presentation, report writing and analytical skills;

7. Technical and Financial Proposals

The consultant will submit a technical and financial proposals based on the terms of reference outlined above by 11^th March 2020.

The technical proposal will include an outline of the proposed approach with specific timelines based on the Terms of Reference;
Curriculum vitae; and
The financial proposal to include professional fees for the delivery of the service. Please note that KWCA will cover costs of workshops and any travel costs to the field.
