Consultancy to Develop Cost Share Policy, Review and Update Finance and Procurement Policy
Background
The Kenya Wildlife Conservancies Association (KWCA) is a national landowner led membership organization, established in 2013 to serve the collective interests of over 200 community and private conservancies. KWCA works to create an enabling environment for conservancies to thrive by advocating for the right policies, laws and incentives and supporting them through information sharing, and capacity building. KWCA recognizes that conservancies represent a strong mechanism to promote wildlife stewardship and custodianship by local communities and landowners that share land with wildlife.
In the last ten years, KWCA has grown from a relatively nascent start-up organization to a more effective and established organization that now plays a critical national leadership role in the country’s conservation, environment and natural resources sector. In addition, KWCA has evolved into a respected and trusted authority in community conservation locally and globally as is evidenced by its growth in membership growth and strategic partnerships.
KWCA’s operations are guided by the organizational policies and manuals. Since policies and manuals are a blue print for internal operations and how the organization interacts with its employees and runs it business there is a definite need for them to be current.
A cost share policy is critical in determining how the shared costs are allocated to funders through direct and indirect contributions to the respective specific programs, projects , or services enhancing accurate financial reporting and grants compliance .
Objective of the Assignment
KWCA desires to undertake a contractual agreement with a consultant to develop a cost share policy,review and update its existing finance manual and procurement policy. This will involve an examination of KWCA’s current allocations of shared cost as well as financial and procurement manuals to enhance and refine the financial and procurement management of projects reporting.
Specific objectives
1. Hold an inception meeting with KWCA management team to better understand the requirements, priorities and expectations from the onset.
2. Prepare an inception report and share a final workplan of the activities to be undertaken during this consultancy period
3. In a consultative approach, develop a Cost share policy, review and update the finance manual & procurement policyfor accuracy and recency
4. Facilitate a validation meeting with the staff on the revised policies and newly developed Cost Share Policy for final inputs on the policies
Key Deliverables
1. Inception report and Work plan
2. Updated Finance Manual and Procurement policy
3. Cost share policy
4. alidation report for the respective policies and manual
Required qualifications and skills
The consultant must meet the following specifications:
1. An advanced degree in Business management, Finance and or a related field
2. Sound knowledge and understanding of the financial reporting requirements within the not-for profit sector in Kenya
3. At least three (5) years of experience providing financial management services to non-for profit entities in Kenya
4. Flexible, creative, detail-oriented and well organized
5. Ability to maintain the highest standards of confidentiality,professionalism and sound judgement
6. Strong communication and interpersonal skills
Submission of Proposal
The proposal should demonstrate sound knowledge, technical skills and capacity as required by the nature of work of the assignment and understanding of the requisite tasks set forth in the scope of work.

3. CV of designated personnel
4. Recommendations from previous assignments
